Act 310 Nonprofit Emergency Grants
Helping Hawaiʻi’s Nonprofits Stay Strong
The evaluation committee established by Act 310 has opened applications for the Act 310 Nonprofit Grants Program, made possible through emergency funding approved by the Hawaiʻi State Legislature. The program supports nonprofits across the islands who have been impacted by changes in federal funding, helping ensure essential services continue for Hawaiʻi’s communities.
About the Program
Act 310 (SB 933) allocates $50 million to the Office of Community Services (OCS) within the Department of Labor and Industrial Relations for fiscal year 2025–2026.
Aloha United Way is partnering with OCS to provide administrative support for the grant process.

Declarations Page
This form confirms that your organization meets eligibility requirements and agrees to the terms and conditions of the grant.
Act 310 Master Budget
Use this template to provide a detailed project budget, including all revenue and expense line items supported by Act 310 funds.
Sample Corporate Resolution
This sample outlines a board-approved resolution authorizing your organization to apply for and accept AUW grant funds. Adapt it to match your organization’s requirements.

Use this sample as a guide for developing or updating your organization’s records retention policy to align with grant and audit requirements.
Subcontracting Process
Applicants will be contacted by Aloha United Way over the next few weeks to begin the subcontracting phase and receive their subcontract. AUW will email awardees no later than Monday November 24th and provide a format and instructions to submit amendments. Once provided format, please submit adjustments AS SOON AS POSSIBLE. The following items will be required to include in the subcontract:
- Current Certificate of Insurance from the Grantee’s insurance agency (review PDF for more details)
- A corporate resolution showing the duly designated person(s) who has the authority to sign the contract on behalf of the Grantee. Must include the name and title of the authorized signee(s). The duly designated person(s) cannot sign the resolution and authorize themselves.
- A copy of the Grantee’s letterhead or invoice showing its legal and mailing addresses.
Reporting Requirements
- Subcontracted awardees will be required to complete monthly fiscal and program reporting.
- More information regarding reporting will be provided within the coming weeks, and all dates and reports will be finalized and provided in the subcontract sent to awardees by AUW.
